So... was it causing the problem or was the tech guesstimating ?
I'm sure your in-house bench testers did a full Q.A. on these before they let them in the wild... didn't they ?
I feel for you nexis.. I hate them dang places. No matter how "upperclass" or "rural" some of them can be, all of them have dementai/alzheimers patients who escaped their rooms and are running around barely dressed screaming and crying for help and that they want to go home. After no more then 30 minutes I find an excuse to go outside for a smoke break because it's to hard on my hart and I feel I may crack.
We always have staff accompany us if we have to go into rooms so we don't get blamed for misplaced items (it's going to happen here... except it). That also shields us from any inappropriate attire visuals we may see as staff goes into the room and gives the all clear before entering.
Lucky for us, some buildings (nursing homes) have the taps outside in pedestals still and the newer ones have them (way) above the drop ceiling so tampering, even by staff, would be vary visible to everybody.
I surprised your supervisor hasn't called the building supervisor and made them aware of the situation ?
Not sure of your county/state contract agreement, but the option of not servicing that building may be an option if the tampering is documented.
I'd agree with CT that those are just another filter waiting to fail and should only be used in extreme situations. I've also marked with sharpie, re-tagged them farther back unseen, and de-tagged/cut back drops of repeat offenders/rooms (and note account). Almost all customers are to lazy run their own drops
